A standard cone has a flat base. The PF cone does not. Look at the templates. The outer end of the cone (the base) is not flat. It extends 30' in a 90 degree arc from the point of origin. It does this three dimensionally, as Sean K Reynolds has clarified on the Paizo boards. I think the 3.5 cone was the shape you describe though.
